Web Policy (Mobile)

The Web Steering Committee and the ITGC have approved the following Mobile Web Design Policy, effective November 2011. This policy is based on the standards set forth by the World Wide Web Consortium for web languages and protocols , and more specifically, the Web Content Accessibility Guidelines.  For more information, follow the links associated with each numbered item.

ETSU Mobile Web & Mobile Application Policies (PDF of Web Policy)

1. All ETSU traditional web policies apply to the mobile web, unless modified here.

2. The total size of all files for a mobile website should not exceed 300Kb.

3. Each secondary mobile site on the main ETSU web server must be completely created and maintained through the Content Management System (CMS) and published based on the approved ETSU mobile template.  Any exceptions to the mobile template must be submitted in writing to the Vice-Provost for eLearning and approved by the Web Steering and ITGC Committees.  ( http://www.w3.org/TR/WCAG10/#gl-facilitate-comprehension, http://www.w3.org/TR/WCAG10/#gl-use-w3c )

4. Each mobile page should contain a link to the mobile “Home” for that site and a link to the traditional (full) website.  These links should be physically placed in coordination with all other ETSU mobile sites. ( http://www.w3.org/TR/WCAG10/#gl-facilitate-navigation )

5. Content created by the user for mobile pages must adhere to list of Standards for Web Applications on Mobile devices, Mobile Web Best Practices and accessibility guidelines as outlined by the W3C. ( http://www.w3.org/2011/02/mobile-web-app-state.html , http://www.w3.org/TR/mobile-bp/  )

6. Content created by the user for mobile pages must adhere to the web accessibility guidelines as outlined by the W3C. ( http://www.w3.org/WAI/mobile/ )

7. Images uploaded to ETSU web server for use in a mobile web site must be <= 100kb each.  Documents uploaded to ETSU web server for use in a web site must be <= 500Kb in size.  Documents or images larger than standard sizes must be approved by the web team for upload.

8. Any mobile applications involving or related to ETSU academic, administrative or student related units must be approved by web steering and ITGC before development.  Proposals for the development of mobile applications should be submitted in writing to the Vice-Provost for eLearning and approved by Web Steering and ITGC.
