Dr. Jay L. and LeVenia S. Allen Scholarship Award Criteria
The purpose of the Jay L. and LeVenia S. Allen Memorial Scholarship Award is to provide awards for meritorious students in Public Health and to create a lasting memorial to Jay L. and LeVenia S. Allen. Candidate for the award must:

  1. Be a rising Junior or Senior.
  2. Be a declared Public Health major.
  3. Have a recognized financial need.
  4. Have a minimum 3.0 GPA on all college work.
  5. Have the potential to succeed in a Public Health career.
  6. Demonstrate leadership in their chosen profession.
  7. Exemplify the characteristics of care and concern for individuals and communities which were the guiding principles of Dr. and Mrs. Allen.

Garland Award Criteria 
Nominees for the Calvin B. Garland Undergraduate health Education Award should have (possess) demonstrated the following during their academic career.

  1. Be a senior Public Health major in one of the non-teaching options.
  2. Excellent academic performance as indicated by a minimum grade point average of 3.0.
  3. An active participant in Eta Sigma Gamma and/or have made a major contribution to community service on or off campus.
  4. Leadership skills and program initiative.
  5. High integrity and moral values as documented by departmental faculty.

Enthusiasm and respect for the department (as indicated by interpersonal communication skills with faculty/ staff/ students) to be selected by a committee composed of 3 faculty and 2 students. One faculty member will be the field supervisor. Input is to be sought from students major advisor and field experience preceptor. No faculty member will serve on the selection committee that has not taught the nominee.

Bruce A. and Amelia R. Goodrow Endowment
The purpose of the Bruce A. and Amelia R. Goodrow Endowment is to provide scholarships for ETSU students who are planning a career in public health.

Scholarships will be awarded in accordance with prevailing university policies and will be based on the following criteria:

  1. Preference will be given to candidates who are either residents of Hawkins or Grainger County, Tennessee or veterans of the military forces of the United States residing in East Tennessee; to students from any other East Tennessee county, in that order.
  2. Candidates must demonstrate academic potential and ability, and be committed to a successful career in a public health profession. Preference will be given to candidates majoring in Community Health, Health Care Administration, and Environmental Health, in that order.
  3. Candidates must meet all the requirements for entrance into the university and into their chosen health major.
  4. The scholarships may be awarded to students on any classification level, but in order to receive this scholarship in subsequent semesters, the scholarship holder must complete at least 12 semester hours of course work each semester and must maintain the following minimum GPA schedule:
    • Freshman 3.0
    • Sophomore 3.0
    • Junior 3.25
    • Senior 3.25
    • Graduate 3.5

A break of at least two (2) years must occur between completing the undergraduate degree and beginning the graduate program. A full load for a graduate student will be 9 hours.

Applications and nominations should be submitted to the Dean's Office, College of Public Health, by February 1 of each year.

Joe F. Lynch Memorial Scholarship Endowment

Criteria for eligibility:

  • Environmental Health major
  • Demonstrate financial need
  • Minimum GPA of 2.7 on previous high school or college work
  • Resident of Carter, Washington, Blount, or Sevier Counties in TN
  • First preference will go to children of employees of the State of TN, thereafter,all candidates meeting all other criteria will be considered.

State of Franklin Environmental Society Scholarship Endowment

Criteria for eligibility:

  • Environmental Health major (BSEH program Only) (entering freshmen are eligible to apply)
  • Resident of Washington or Greene Counties TN
  • Gain an understanding of the State of Franklin Environmental Society through reading the history
  • Demonstrate financial need
  • Maintain satisfactory academic standing
