Action Taken by Council:  Approved awaiting approval at the College/Departmental level.  After approval at that level, an email poll will be distributed to Graduate Council Membership seeking final approval and submission in the 2004/2005 catalog.

vote.  After College/Departmental meeting in

December, Graduate School will take an email poll of

B.        Graduate Faculty Appointment/Re-Appointment Guidelines – Wally Dixon, Chair

 

Dr. Dixon stated that there was no business to report at this

      time. 

 

C.        Allocation of Tuition Scholarship Positions to Departments

 

Dr. Dixon discussed problems related to allocation of tuition scholarships to departments due to the guidelines and restrictions placed on filling tuition scholarship positions.  He requested additional information on the policy and whether or not it could possibly be changed.  The restriction placed on tuition scholarships doesn’t allow a graduate assistant to move to a tuition scholarship in the second year of their graduate program as the tuition scholarship positions must be utilized for first-time only graduate students, or tuition scholarship renewals.  Dr. Brown explained that funding for these positions was primarily utilized for recruiting new graduate students.  There is some flexibility.  These positions were never intended to be used for second year graduate students.  Dr. Brown further stated that he will take this matter into consideration and determine if it would be possible to alter the policy.  Dr. Brown will distribute the policy at a future meeting and see about revising the policy to allow greater flexibility in filling vacant tuition scholarship positions within the various departments.

      Dr. Brown reported that after the two policies were submitted to

Academic Council the Council recommended that it be reviewed and

revised further before approval by Academic Council.

 

B.        P.E.O. Scholarship would not be administered through the

Graduate School due to ETSU Scholarship Committee policy.  However, the scholarship could be handled through the Private Agency to include requesting applications, selection of applicant, etc.
