Congratulations, you are ready extend an offer to your preferred candidate and start the hiring process. Reference checks are required prior to hiring an applicant. If you haven't conducted your reference checks, do so prior to extending the offer.

Extending the Offer
The hiring authority or their designee can now, with the appropriate approval, extend an unofficial position offer to their candidate of choice. Here, the appropriate authority should:

Contact the potential hire and extend an unofficial offer.
- Formal offers of employment are made ONLY in writing by the University President or
designee.
- Although hiring units cannot offer the position to the applicant, they can inform the applicant that you are recommending them for the position, pending approval by the University President or his designee.
- Employment is contingent upon final approvals, the results of a background check if required, and verification of authorization to work in the Unites States.
- If the candidate is no longer interested in the position, you should consider other applicants interviewed, or request certification of additional applicants.
- Formal offers of employment are made ONLY in writing by the University President or
designee.

Hiring
- All hiring is done through the eJobs system.
- ETSU employs only U.S. citizens and aliens authorized to work in the United States. Recommended candidates must possess the required documents, as listed on an official employment application, for employment in the United States, Contract the the Office of Human Resources for additional information.
- All applicants that were approved to interview should be updated to either Not Hired or Request to Hire Status.
- Moving an applicant to the Request to Hire state will send the candidate a notice to start the Post Certification step in the eJobs. It is recommended that you only move the candidate(s) to this state once you have received a verbal acceptance.
- Once the Post Certification has been completed, the Hiring Manager will be notified and the department can start the hiring process. The candidate will now show as Recommended to Hire in eJobs.
- No employee is to be allowed to begin work prior to notification from the Office of Human Resources that the appointment has been approved. Department heads that allow potential employees to begin work prior to formal approval may be personally liable for wages due during the period prior to formal approval being obtained.
- Once the request has gone through the entire approval process and has been approved by the University President/their designee, the candidate will receive their contract electronically to sign.
- For faculty positions, once the candidate has signed their contract, Human Resources will notify the other candidates in the applicant pool. For all other positions, notifications will be sent to applicants once the position is in the "Filled" state in eJobs.
Best Practices
For Administrative/Professional and Clerical/Support Hires:
- Recommendations submitted by the search committee should follow agreed upon procedures between the search committee, chair, and the dean/director.
- Recommendations should be made to the appropriate administrator/hiring authority as appropriate.
- Salaries for administrative/professional and clerical/support must conform to ETSU policy/Compensation Plan.
- Entry level salaries for newly hired clerical/support and administrative/professionals employees may range from the minimum salary up to the 90% of each level's midpoint.
- Negations concerning salary for administrative/professional positions, will be conducted between the director, vice president/chief, and the Office of Human Resource.
For Faculty Hires:
- The search committee will seek advise of the entire faculty in the department and others as desired.
- Recommendations submitted by the search committee should follow agreed upon procedures between the search committee, chair, and the dean/director.
- Recommendations should be made to the appropriate administrator/hiring authority.
- When necessary, negotiations concerning rank and salary will be conducted between dean and vice president/chief, prior to submitting the request for hire.
