Definition
Work performed in supervising all Dispatch positions; serving as the Emergency Dispatch Supervisor for the department; teaching and certifying Dispatchers in emergency medical dispatch call taking; training and conducting classes for the Dispatch Department; coordinating calls with the Johnson City Washington County 911 Center; serving as a liaison with additional university departments and outside agencies; and performing other related duties as assigned.
Characteristic Duties and Responsibilities
Supervises all Dispatcher positions within the Department of Public Safety.
Answers incoming calls, dispatches all complaints, requests and emergencies to field officers.
Operates a personal computer and trains personnel in use of software applications.
Maintains office equipment.
Coordinates work schedule for all Dispatcher positions.
Maintains a log of all radio messages received or transmitted as required by the Federal Communication Commission and by Campus Security.
Monitors the Emergency Management System.
Monitors building security.
Assists with training and providing leadership.
Issues and receives security equipment from Security Officers.
Provides general information to visitors coming on campus.
Recommends policies and procedures.
Calls students, faculty members and staff to security headquarters for outstanding traffic tickets or civil warrants.
Calls wreckers to different parking lots when motor vehicles require towing.
Reports motor vehicle accidents.
Issues parking decals for persons wishing to register their motor vehicles.
Controls release of keys.
Monitors and dispatches units for incoming alarm calls and notifies appropriate personnel.
Keeps records and make reports.
Serves as a liaison with additional university departments and other outside agencies.
Performs on-call duties after working hours if needed by the Office of Facilities Management.
Performs other related duties as assigned.
Required Knowledge and Abilities
Knowledge of the geographic area of campus.
Ability to follow the rules and regulations of the Federal Communication Commission pertaining to transmitting and receiving messages by shortwave.
Ability to operate a short wave radio and receiving equipment.
Ability to react quickly and calmly in emergency situations and to determine proper course of action.
Ability to understand and follow instructions.
Ability to speak clearly with a well modulated voice and professional manner.
Ability to establish and maintain effective working relationships with the public, students and other employees.
Ability to operate a personal computer.
Ability to supervise employees.
Ability to communicate effectively.
Recommended Qualifications
Applicants with these qualifications have a good probability for success in this class. However, applicants not possessing these qualifications should apply if they believe their training and experience will enable them to perform the work successfully. Be a high school graduate or possess equivalency, Associate’s Degree preferred; computer literate; EMT certification; Emergency Medical Instructor; and five years experience in communication dispatch. May be required to work different shifts including weekends.
