A.    Approval of November 17, 2014 Minutes

a.     The motion was made, seconded, and approved to accept the November 17, 2014 minutes with no changes

B.    Graduate Success Specialist Report

a.     Magdaline Hatsikazakis reported on the progress she has made through her position as Graduate Student Success Specialist. Magdaline has been in this position since the Fall of 2014, and will continue in this role for the Spring semester. Magdaline presented statistics concerning general demographics of the students serviced since inception (Fall 2011), the types of issues they present, and the amount of contact and follow-up the specialist has with students.

C.    Curriculum Subcommittee Report � Dr. Rayman

a.     New Course Proposal: FREN 4957/5957 French Classicism in Contemporary France

                      i.     Motion to accept with changes listed was made, seconded, and carried

1.     Syllabus: Graduate learning outcomes � at least a couple more need higher order learning verbs � all of these fall under learning levels 1-3.

2.     Other Information should include information on Disability Services and Academic Misconduct

                    ii.     TBR Proposal: Early Childhood Emergent Inquiry Graduate Certificate.

E.    Report from Academic Council � Dr. Marks

a.     Three TBR proposals were approved unanimously at Academic Council

                      i.     Master of Reading concentration

                    ii.     Admissions changes to MPH program

                  iii.     PCOM revisions

F.     Old Business

a.     Update on draft of overarching Accelerated (FastTrack) Bachelor�s to Master�s policy

                      i.     Dr. McIntosh: there have been 2 meetings discussing the policy, will update with more information at next meeting after details are fleshed out and confirmed

G.   New Business

a.     Update on January Graduate Coordinator meeting

                      i.     Dr. Maxson reviewed the highlights of the meeting, including discussion of the changes in Thesis & Dissertation Reader services

                    ii.     Dynamic Forms: discussion about implementing this program which will allow forms to be digitally signed by students/faculty/staff � more information to come

                  iii.     Discussion on update to �Admission of International Students� policy in the catalog, specifically to address online education.

1.     Section in catalog currently reads as follows:

a.      �Admission must be granted, and financial documentation and degree confirmation must be received prior to issuance of an I-20 or DS-2019 form needed to obtain a visa. The university will not enroll any student who has not been approved initially or for transfer by the Immigration and Naturalization Service (INS) to attend East Tennessee State University. International students accepted for graduate study at ETSU will receive a letter of acceptance from the university. This letter and the SEVIS I-20 form furnished by the university must be presented to the consular officer of the United States to whom the applicant applies for a student visa. ETSU will not accept visas issued for admission to other colleges or universities. International students admitted to graduate study are encouraged to arrive on campus two weeks prior to the beginning of classes and should contact the Office of International Programs and Services as soon as they arrive. It is the responsibility of a nonimmigrant applicant to comply with current INS regulations in regard to collegiate enrollment. New Homeland Security regulations may prohibit the enrollment of an individual in B-1 or B-2 status. The Office of International Programs and Services administers the university�s international student (F status) and exchange visitor (J status) programs. Other nonimmigrant applicants may consult with this office. Applicants denied admission may appeal this decision in writing to the Dean of the School of Graduate Studies. In all cases the final decision to admit or reject an applicant rests with the university through the Dean of the School of Graduate Studies�

2.     Dr. Costa will update information and provide to Dr. McIntosh

3.     Discussion about including information for international students on what financial aid applies to their status � Dr. Maxson will work on writing up some information to include on the Financial Aid �Q&A� website section
