In May 2017, the Campus Free Speech Protection Act was signed into law by the Tennessee State Legislature. In accordance with this Act, ETSU adopted a Free Speech Policy consistent with federal and state requirements. The University Free Speech Policy can be found here: https://www.etsu.edu/policies/student/university_free_speech.php .
At ETSU, people come first and are to be treated with dignity and respect. This is a campus that is committed to diversity of thought and expression and where our First Amendment right to freedom of speech is honored and protected. The university is dedicated to maintaining our campus as a marketplace of ideas for all students and faculty. ETSU is committed to giving students the broadest possible latitude to speak, write, listen, challenge, learn, and discuss any issue, subject to measures that do not violate the First Amendment of the United States Constitution or Article I, Section 19 of the Tennessee Constitution, such as constitutional time, place, and manner restrictions or reasonable and viewpoint-neutral restrictions in nonpublic forums. ETSU maintains the generally accessible open, outdoor areas of its campus as traditional public forums for free speech by students.
With that privilege comes a responsibility to argue and debate vigorously but respectfully. All members of the campus community are expected to act with civility and grace. ETSU universally condemns bigotry, the use of derogatory language or slurs, and harassment or discrimination.
The ideas or expressions of any given speaker or group should not be construed as reflecting the values of the university.
We understand that some ideas or perspectives may elicit strong emotions. Resources are available to assist members of the campus community in maintaining their well-being.
