Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act (HEERF II) Disclosures


Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act (HEERF II) was signed into law by President Trump on 12/27/2020. The CRRSA Act requires the university to publish the following disclosures to explain how much funding we received and how we used it.

Emergency Financial Aid Grants

  • Quarterly Report and Disclosure – December 31, 2020
    • Not applicable, as ETSU had not drawn down HEERF II funds at this time. 
  • Quarterly Report and Disclosure – March 31, 2021 (extended to June 30, 2021) – FINAL DISCLOSURE
    • The following information is provided based on guidance from the Department of Education. This applies to Higher Education Emergency Relief Funds (HEERF II) only.
    • This is the final quarterly posting for HEERF II funds, as all HEERF II student funds have been distributed.
    • The Certification and Agreement form was signed by President Brian Noland on April 29, 2020. Congress approved the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), also known as HEERF II funds, which was signed by President Trump on 12/27/2020. East Tennessee State University has used, or intends to use, no less than the required amount of funds received to provide HEERF grants to students. Eligibility is based on guidance provided by the Department of Education.
      • ETSU was allocated and received $5,548,379 in HEERF II funding.
        • ETSU had $147,189 remaining in HEERF I funding which was spent with HEERF II funding; 
        • ETSU utilized $815 from the institutional portion to cover spending overage for student grants.


          Total $5,695,568 spent under HEERF II.
      • A total amount of $5,548,379 of HEERF II grant funds were distributed to students.
      • A total of 11,898 students have received HEERF II grant funds.
      • The methodology used by ETSU to determine which students received HEERF II grants, and how much, is described below:
        • Financial Aid identified the base population (Spring 2021)
        • Total eligible = 11,898 (undergraduate, graduate, Pharmacy, and Medicine, enrolled as of the first day of class, U.S Citizen or eligible non-citizen, and degree seeking)
          • Category I – Exceptional Need* = 5,389
          • Category II – Other (no need) = 6,509
        • Recommend Award Amount
          • Category I – 62% of $5,548,379
            54% = $3,502,850/5389 students = $650/student
          • Category II – 38% of $5,548,379
            38% = $2,193,533/6,509 students = $337/student

    *Note:  Need eligibility determined by Pell eligible EFC range for all students. Graduate, Medicine, and Pharmacy students not eligible for Pell, but if FAFSA had Pell eligible EFC they received funding under exceptional need Category.

    • The Office of Financial Aid and Scholarships notified eligible students through campus email. Students received either a grant payment of $650 or $337, depending upon their need as defined above. Beginning, March 8, 2021, ETSU sent out direct deposit refunds to eligible students. For those students who choose not to sign up for direct deposit, refund checks were mailed beginning March 8, 2021.
  • Quarterly Report – June 30, 2021
    • There have been no changes since the CRRSA Act (HEERF II) Quarterly Report dated March 31, 2021. In time, there will most likely be uncashed refund checks that will be canceled and reissued to other eligible students once the checks become stale dated. 
  • Quarterly Report – September 30, 2021 – FINAL DISCLOSURE
    • Subsequent to the quarterly reporting on June 30, 2021, ETSU canceled 13 uncashed CRRSA (HEERF II) Act Grant refund checks totaling $5,007 and the funds were returned through G5. The funds were awarded to eligible students with HEERF III funding.
    • This is the final quarterly posting for HEERF II funds, as all HEERF II student funds have been distributed.
