Each student will requests certification to be completed by completing a Veteran Tuition and Fee Deferment Form.
One of our School Certifying Officials (SCO) receives the tuition and fee deferment and will complete the initial certification as soon as possible. This initial cert will only consist of the course start date, end date, and number of hours to be taken within that semester. This initiates the book stipend and Monthly Housing Allowance (MHA) for those utilizing CH.33 and CH.33 Transfer of Eligibility (TOE). For many of you utilizing a different chapter such as CH.35, this process stops here (as long as you are taking more than half-time).
After the ETSU Census date has passed, the SCO will then "amend" CH.33 and CH.33 TOE certifications by adding your tuition and fee cost. This then initiates the VA to pay ETSU your tuition and fees for that semester.
