University-Level Scholarships
ETSU's Office of Financial Aid and Scholarships tracks scholarships that are offered through ETSU, including units outside of the College of Arts and Sciences. Scholarship programs include Hope (Lottery) scholarships and scholarships designated for:
- Dual enrollment (high school and college) students, including the Dual Enrollment Grant
- First-year (freshman) students
- Transfer students
- Current students
- Graduate students
- International students
- Roan Scholars program students
- Veterans

College Level Scholarships
The College of Arts and Sciences at East Tennessee State University provides scholarships to current and future ETSU students who meet these criteria:
- An undergraduate or graduate student who is majoring in a program within the College of Arts and Sciences.
A student who is full-time (i.e., taking 12 hours or more per semester) during the semesters that the scholarship is received.
The funds for these scholarships are provided by businesses, alumni, and other supporters of the College of Arts and Sciences. Selection for the scholarships is based on factors such as:
- Grade point average, (GPA), (in high school and/or college).
- ACT/SAT scores (for incoming freshman).
- Hometown location.
- Work experience and/or career objectives.

Department Level Scholarship
The Department of Engineering, Engineering Technology and Surveying offers a number of scholarships as listed below. If you meet the eligibility requirements of any of the scholarships, use the following link to apply.
- One form for all scholarships.
- To qualify, students must be enrolled as full-time students during the semesters for which scholarships are awarded.
- Be available if called for an interview.

Wayne G. Basler Scholarship
The Wayne G. Basler Scholarship is a merit-based scholarship and specifically designed for students who have a declared academic major in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying. The main objective of the scholarship is to reward an incoming freshman of any age who can:
- Demonstrate the desire, determination, and motivation to set and complete personal goals.
- Who have a defined need for the scholarship.
In addition, students must meet the following criteria.
- Be an incoming freshman accepted for full-time enrollment in an academic major in
the Department of Engineering, Engineering Technology, Interior Architecture, and
Surveying at East Tennessee State University (ETSU).
- Be a current full-time student in an academic major in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying at East Tennessee State University (ETSU) who has completed no more than 19 credit hours by the application deadline.
- Be a U.S. citizen or have permanent resident status.

What is the Wayne G. Basler Incentive Scholarship at ETSU?
The Wayne G. Basler Incentive Scholarship was established in 1992 by a long-time friend of the university, Mr. Wayne G. Basler. The merit-based scholarship is specifically designed for students who have a declared academic major in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying. -
Who is eligible for the Basler Scholarship?
The major intent of the scholarship is to reward entering freshman of any age who can (1) demonstrate the desire, determination, and motivation to set and complete personal goals, and (2) who have a defined need for the scholarship. In addition, students must meet the following criteria:
- Be an incoming freshman accepted for full-time enrollment in an academic major in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying at East Tennessee State University,
Be a current full-time student in an academic major in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying at East Tennessee State University who has completed no more than 19 credit hours by the application deadline.- Be a U.S. citizen or have permanent resident status.
- Submit a written application by the deadline and be available if called for an interview.

How much is the scholarship worth?
The Basler Incentive Scholarship is intended to provide financial assistance to the student for four years of undergraduate education. As a means of providing incentive to the student, the scholarship amount will increase annually according to the scale below. The scholarship amounts are as follows:
First year $2000 ($1000 per semester)
Second year $2500 ($1250 per semester)
Third year $3500 ($1750 per semester)
Fourth year $5000 ($2500 per semester) -
What are the requirements for continuation of the scholarship?
In order to be eligible for continuation, the student must:
- Complete a minimum of 12 hours per semester in a B.S. program in Engineering Technology,
Maintain a minimum academic standing (GPA 3.0) per semester.
Continue as a major in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying.
(Failure to meet any of these requirements will result in loss of the scholarship.) A check for one-half the scholarship will be issued to the student at the beginning of fall and spring semesters.

What do I need to submit with my application?
A high school transcript, college transcript (if applicable), letters of support from three persons (such as a teacher, guidance counselor, or employer) attesting to your desire and motivation to accomplish personal goals, and a written essay of 300-500 words in which you describe the importance of achieving a university education as it relates to your personal goals and state your defined need for the scholarship.

How is the winner decided?
A selection committee comprised of three faculty members from the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying, two area industry representatives, and Mr. Basler or his representative, will be responsible for reviewing the applications, conducting personal interviews with selected applicants, and making the final selection.

When will I receive notification?
Notification of the award will be made by April 30.
ASCE Holston Branch Scholarship
Civil engineering is a rewarding profession. Civil engineers design, build, and maintain the foundation for our modern society. Civil engineers work with the general public more than any other type of engineer—and affect our daily lives in almost everything we do. This ASCE Holston Branch—sponsored scholarship is specifically designed for an incoming freshman enrolled in the Bachelor of Science in Engineering program who plans to pursue Civil Engineering as a profession.
Eligibility Criteria:
- Be an incoming freshman accepted for full-time enrollment in TTU-ETSU Joint Engineering Program in the Department of Engineering, Engineering Technology, Interior Architecture, and Surveying at East Tennessee State University (ETSU).
- 3.0 or above (on a 4.0 scale) high school GPA.
- Be a U.S. citizen or have permanent resident status.
- Submit an application form by the deadline and be available if called for an interview.
Scholarship Amount: $1000
Technology Scholarship
All full-time students enrolled in any program in the Department of Engineering, Engineering Technology, and Surveying are eligible for the scholarship. A 3.0 GPA is required.
Mimi Daly Scholarship
Scholarship assistance to rising junior or senior students majoring in Engineering Technology or Engineering program. To be eligible to receive the scholarship, the student must have and maintain a GPA of 3.0 or higher. Awards will be made in the amount of $500 per semester. Preference shall be given to female students.
Shafer Insurance Agency Scholarship Fund
Scholarship criteria: Each applicant must:
- Be enrolled in the Construction Engineering Technology major at ETSU's College of Arts and Sciences.
- Have at least one semester of academic work at ETSU.
- Have a minimum GPA of 2.5 and be in good academic standing.
- Exhibit leadership and personal integrity.
- Exhibit a strong desire to pursue a career in the construction industry.
Preference should be given to East TN residents.
Crouch/TAPS (Tennessee Association of Professional Surveyors) Scholarship
The purpose of the Crouch/TAPS (Tennessee Association of Professional Surveyors) Scholarship Endowment is to generate scholarships for students at ETSU who are majoring in Engineering Technology with a concentration in Surveying and Mapping.
Eligibility Criteria:
The Scholarship Committee will consider the following criteria in awarding scholarships:
- The applicants must be a declared Surveying and Mapping major in the Department of Engineering, Engineering Technology, and Surveying and Mapping.
- Current ETSU students must have a minimum cumulative GPA of 2.5.
- Documented financial need may be considered in the selection of the recipient.
- Applicants must meet all requirements for regular admission to ETSU.
- Applicants must be from the state of Tennessee.
- Applicants are preferred to be a member of the Tennessee Association of Professional Surveyors Student Chapter.
Roy A. Robertson Incentive Scholarship
The purpose of the Roy A. Robertson Incentive Scholarship Endowment is to provide scholarship assistance to highly motivated students who are academic majors in the Department of Technology at East Tennessee State University and to create a lasting memorial to Mr. Roy A. Robertson.
Each applicant must:
- Demonstrate desire and motivation to successfully accomplish his or her personal goals.
- Be an entering freshman who has completed less than nineteen hours in a degree program.
- Be enrolled full-time (12 or more hours) or accepted for full-time enrollment in the Bachelor of Science (B.S.) degree program in the Department of Technology.
- Be a U.S. citizen or have permanent resident status.
- Submit a written application form by the deadline, and make themselves available for an interview.
In order to be eligible for continuation, the student must:
- Complete a minimum of 12 hours per semester in a B.S. Program in Technology.
- Maintain minimum academic standing (GPA 2.0).
- Be recommended by the committee.
John Foster Memorial Scholarship
The purpose of the John Foster Memorial Scholarship Endowment is to provide scholarship assistance to deserving students enrolled in the Surveying and Mapping Science Program within the Department of Engineering Technology, and Surveying at East Tennessee State University (ETSU).
The following criteria shall be considered in awarding the scholarship:
- The student, as a preference, will be a resident of Virginia and express a desire to work in Virginia upon graduation. However, if there are sufficient unused funds so that additional scholarship awards may be awarded after all qualified Virginia residents have been appropriately considered, then qualified students who are residents of other states shall be eligible for consideration to receive a scholarship award.
- The student will be a major or will be planning to major in Surveying and Mapping Science.
- The student must have at least a 2.5 GPA on a 4.0 scale on all college work.
- The student must express the desire to further his/her career in some phase of the surveying profession.
- The student must have demonstrated financial need for the scholarship funds.
Floyd A. Branam Memorial Scholarship
The purpose of this fund is to generate scholarships for deserving students in the Department of Engineering, Engineering Technology and Surveying at East Tennessee State University (ETSU).
Each applicant must:
- Be a declared major in Construction Engineering Technology.
- Maintain a GPA of 2.5 on a 4.0 scale on all college work.
- Have demonstrated financial need.
Preference will be given to a student from a rural community.
The Rufus H. Smith, Jr. Housing Foundation Scholarship
The Rufus H. Smith, Jr. Housing Foundation Scholarship Endowment was established to provide financial assistance to deserving students in the Construction Technology Program at East Tennessee State University, (ETSU).
Eligibility Criteria:
- Preference will be given to a student from the greater Knoxville SMSA region. This includes all counties contiguous to Knox County (Anderson, Blount, Grainger, Jefferson, Loudon, Roane, Sevier, and Union), Tennessee.
- The applicant must be a junior or senior in the Construction Technology Program.
- The applicant must have a GPA of 2.75 or higher on a 4.0 scale on all college work.
- First preference will be given to a student expressing interest in residential construction.
- Preference will be given to a student with documented financial need.
Dr. Ben Buckner Surveying & Mapping Scholarship
The purpose of the Dr. Ben Buckner Surveying & Mapping Scholarship is to provide scholarship assistance to deserving students in the Surveying and Mapping Program at East Tennessee State University (ETSU).
Each applicant must:
- Demonstrate an interest and professional promise in the profession of surveying and mapping.
- Be of temperate habits, high moral character, and integrity.
- Provide a letter to the Committee indicating the reasons why he or she seeks to receive the Buckner Scholarship, including an indication of the applicant's future plans in the profession.
- In the case of incoming freshmen applicants, the applicant must have a minimum high school GPA of 2.75 on a 4.0 scale or an ACT score of at least 22.
- In order to be eligible for the Buckner Scholarship, it is the intent of Dr. Buckner and Dr. Haynes that applicants should have an incentive to achieve academically. Therefore, applicants by academic status must achieve the following GPA on ETSU coursework to be eligible for a first-time award, or a renewal of a prior award.

Junior/Senior 3 .00
Garland-Meredith Construction Engineering Technology Scholarship
The purpose of the Garland-Meredith Construction Engineering Technology Scholarship Endowment is to provide scholarship assistance to deserving students enrolled in the Construction Engineering Technology Program at East Tennessee State University (ETSU).
Each applicant must:
- Be at least a rising junior who is majoring in the Construction Engineering Technology Program in the ETSU College of Arts and Sciences.
- Have a minimum GPA of 3.0 on the 4.0 scale for ETSU coursework (or also for transfer coursework from other institutions).
- In the opinion of the Construction Engineering Technology faculty, have a commitment to the professions of Construction Engineering Technology, as well as the potential to succeed professionally after graduation.
- Be a graduate of a high school located in Carter, Greene, Johnson, Sullivan, Unicoi, or Washington Counties, Tennessee.
There shall be a preference for recipients who indicate a desire to work in the Construction Engineering Technology profession in this region.
Joseph C. Gozzo Memorial Scholarship
The purpose of the Joseph C. Gozzo Memorial Scholarship Endowment is to provide scholarship assistance to deserving students enrolled in the Surveying and Mapping Program in the College of Arts and Sciences at East Tennessee State University.
Each applicant must:
- Be listed on the ETSU records as seeking the B.S. degree in Surveying and Mapping Science.
- Be an undergraduate student in good academic standing, with an overall GPA of 2.5 on a 4.0 scale for college coursework (or the same for the case of entering freshmen recipients).
- Be a resident of Virginia (if there are no qualified applicants from Virginia, then residents of other states shall be considered).
- In the case of renewals, continue to meet these criteria for eligibility.
- In the opinion of the Surveying and Mapping Scholarship Committee, show professional commitment and aptitude to succeed in the Surveying and Mapping professions.
The Associated Construction Women (ACW) Construction Engineering Technology Scholarship
The purpose of the Associated Construction Women (ACW) Construction Engineering Technology Scholarship is to provide scholarship assistance to deserving students enrolled in the Construction Engineering Technology Program at East Tennessee State University (ETSU).
Each applicant must:
- Be at least a rising junior who is majoring in the Construction Engineering Technology Program in the ETSU College of Arts and Sciences.
- Have a minimum GPA of 3.0 on the 4.0 scale for ETSU coursework (or also for transfer coursework from other institutions).
- In the opinion of the Construction Engineering Technology faculty, have a commitment to the professions of Construction Engineering Technology, as well as the potential to succeed professionally after graduation.
- As a preference, recipients should be those persons who have been historically underrepresented in the construction industry and profession.
Clifford M. Harris Scholarship
The purpose of the Clifford M. Harris Scholarship Endowment is to provide scholarship assistance to deserving incoming students or students enrolled in the College of Arts and Sciences at East Tennessee State University (ETSU).
Each applicant must:
- Be a graduate of Unicoi County High School in Erwin, Tennessee, (or any successor high schools to Unicoi County High School at the time this MOU is executed), with demonstrated outstanding academic achievement in mathematics and sciences.
- Have demonstrated financial need that, if unfulfilled, would otherwise prevent the recipient from attending ETSU.
- Major in Engineering Technology, Pre-Engineering, or in the event that ETSU has a College of Engineering in the future, major in a discipline in such College.
The scholarship will be renewed for a maximum of four (4) years as long as the aforementioned criteria are met, and the following schedule is met for academic performance:
2.5 GPA end of first semester Freshman year
2.7 GPA end of Freshman year
2.8 GPA end of first semester Sophomore year
2.9 GPA end of Sophomore year
3.0 GPA end of first semester Junior year
3.2 GPA end of Junior year
3 .3 GPA end of first semester Senior year
4. Provide a letter of recommendation from the principal or guidance counselor at Unicoi County High School at the time of the original application.
Academic Common Market
The Academic Common Market is an interstate agreement among southern states for sharing uncommon academic programs. Participating states are able to make arrangements for their residents who qualify for admission to enroll in specific programs in other states on an in-state tuition basis.
